Government Accountability

 

Shakman Decrees

In 1969, Michael Shakman, an independent candidate for delegate to the 1970 Illinois Constitutional Convention, battled against the practice of hiring and firing government workers on the basis of political loyalty. Shakman's work resulted in what became known as the “Shakman decrees.”

A 1979 ruling led to a court order in 1983 that made it unlawful to take any political factor into account in hiring public employees with exceptions for positions such as policy making. Those decisions along with companion consent judgments—collectively called the Shakman decrees—are binding on many county offices. Compliance officers make regular reports about the status of and degree of compliance.

Office of the Independent Inspector General

The mission of the Office of the Independent Inspector General (OIIG) is to detect, deter and prevent corruption, fraud, waste, mismanagement, unlawful political discrimination and misconduct in the operation of Cook county government.

Shakman: Forest Preserve

Since 2006, the Forest Preserve District and the office of the Cook County Sheriff have followed the County's example in entering into agreements in federal court to establish Shakman Compliance Administrators. On February 4, 2013 the Forest Preserve District of Cook County was found to be in Substantial Compliance with the Shakman Consent Decree. As a result the District was dismissed from the Shakman litigation. The Court's Agreed Order can be read below.

Voting Process Improvements

It is imperative that our elections be run smoothly and voters have confidence in the process. New voting technology was introduced in the March 2006 Primary Election.

Legislative Library

The library is the first of its kind for Cook County government and the Forest Preserve District. It includes all ordinances passed or proposed by the Cook County Board of Commissioners since I took office in December 2002. With the library database, I have taken one more step towards making our government more transparent and more accountable to the public.

Comprehensive Annual Financial Reports

The Cook County Department of Finance posts to its webpage the County's annual Comprehensive Annual Financial Reports (CAFRs), prepared in accordance with Generally Accepted Accounting Principles (GAAP).

Suffredin County Waste Hotline

Following the 2005 budget battle, I established a hotline to ensure that the general public is protected from any unfair cuts to Cook County or Forest Preserve District services. To make a report, citizens and employees are encouraged to make an anonymous phone call to 847-859-9840. Any information provided to the hotline will be held in the strictest confidence. The hotline is available 24 hours a day, 7 days a week. Read more.

Codification Project

The Cook County Board approved a unified comprehensive version of the Ordinances of Cook County on July 12, 2006. Beginning on October 1, 2006, all of the County’s laws are published and readily available to the public. I sponsored the effort to hire a well known codification company to compile both a printed and electronic form of current laws and as Chairman of the Legislation and Intergovernmental Relations I served as the sponsor of this project from its inception.

On October 7, 2009, the Forest Preserve District Board of Commissioners approved a unified comprehensive version of the Ordinances of the Forest Preserve District of Cook County. I sponsored the effort for the District to follow the County's example with this important effort to increase government transparency.
