Reform boss is backed for youth inmate center

COOK COUNTY -- A Cook County commissioner will ask the County Board to find an independent manager to oversee reform at the troubled Cook County Juvenile Temporary Detention Center.

The American Civil Liberties Union of Illinois petitioned a federal judge Tuesday to do just that, but Commissioner Mike Quigley said Wednesday the county should step up first and find a capable person to correct problems at the facility.

Quigley's plan, expected to be on the board's agenda next week, calls for the board to name a panel that would conduct a national search for a manager.

The ACLU's petition asked U. S. District Court Judge John Nordberg to declare the county in violation of an agreement that settled a 1999 lawsuit filed on behalf of the center's residents over conditions there.

The petitio n alleged the center's staff continues to impose "harsh and arbitrary discipline on the children, including rendering them unconscious using dangerous chokeholds and locking them in their cells for days on end for minor infractions."

Quigley's plan calls for "immediate voluntary compliance" with that agreement.
