Stroger a no-show at key meeting on taxes

Cook County Board President Todd Stroger lived up to a promise Monday, introducing a bill that would offer taxpayers a rebate if he winds up taxing them too much.
But Stroger didn't show up at a special meeting he convened for the bill, and his representatives couldn't adequately answer questions about it, as frustrated county commissioners grumbled and deferred any action.
Commissioners expected to vote on the bill, but early Monday, Stroger -- who staffers said had another meeting -- asked for time to discuss it later.
Commissioner John Daley questioned how the county would provide "rebates" to people if they're over-taxed. Commissioner Mike Quigley said it appeared to be an attempt to pull a "sleight of hand," while Commissioner Larry Suffredin called the whole thing "ill-conceived."
Stroger is proposing almost $1 billion in new taxes to support his $3 billion government with a pledge that if he taxes too much now, he won't have to come back next year for more -- and that he'll give back where "appropriate."
Also Monday, the board learned its "rainy day fund" is bone dry and could be in the red by 2008.
Chief Financial Officer Donna Dunnings said while the county budgeted $43 million for its reserve fund, that was drained and could impact the rate at which the county borrows funds -- ultimately costing taxpayers even more.
