Toni Preckwinkle discusses jail population

A year and a half after taking over the nation's second-largest county, Cook County Board president Toni Preckwinkle talked to Crain's about a number of issues, including her push to refocus the criminal justice system on locking up violent felons rather than drug abusers and those awaiting trial.


“What I usually say is that the jail is the intersection of racism and poverty in this country," Ms. Preckwinkle told Crain's Greg Hinz. "There are large numbers of people in our jail who have bond amounts but can't make bond, and so they're in jail."
