Preckwinkle names new budget director

The county president's pick is a transplant from Assessor Fritz Kaegi’s office with experience in law and finance.

Cook County Board President Toni Preckwinkle has found a new budget director.

Her pick, Annette C. Guzman, is a transplant from Cook County Assessor Fritz Kaegi’s office, where she served as Chief Administrative Officer. Her appointment will have to be approved by the Cook County board.

“Annette is a skilled and experienced lawyer with a demonstrated history of improving operational management, facilitating process improvements, offering exceptional leadership and providing a keen ability to manage multiple projects,” county Chief Financial Officer Ammar Rizki wrote to commissioners in his announcement.

“Annette was a key player in our office’s successful transition,” Kaegi spokesman Scott Smith said. “Her hard work, organizational skills, and attention to detail will be missed, but we’re very glad she’s staying with the county and are looking forward to working with her again during budget season.”

Before her time at the assessor’s office, Guzman was deputy chief administrator and chief of staff at the Chicago Civilian Office of Police Accountability. Her role included overseeing the agency’s budget and contract negotiations, Rizki said in the letter.

She is a University of Chicago Law School graduate and practiced finance law in Sidley Austin’s Chicago office for more than seven years, according to her LinkedIn.

Guzman replaces Tanya Anthony, a favorite among commissioners who has been budget director since 2015. Preckwinkle tapped Anthony to run the Bureau of Administration, which oversees roughly a dozen county departments, including the Medical Examiner, Environmental Control, and Veteran’s Affairs. Anthony replaced county government fixture Martha Martinez, who retired at the end of last year.
